Though the Dems are trying to hit Brown on this issue, the whole story is that 136 legisltors vote for that move in 2003. Including Senator Jon Tester. Also, in the 2005 legislature there was a measure to repay that money. Brown and several other legislators were for this, but the governor put the keebosh on it.
I believe the technical term is "kibosh."
ahh, but keebosh is more fun to say.
